Title: Request for Proposals for Development of Policy Brief on Gender-Sensitive Climate Adaptation and Care Work

Introduction:

In recognition of the intertwined impacts of climate change and gender inequality, the Vendors Initiative for Social and Economic Transformation (VISET) is seeking Expressions of Interest (EOI) from qualified individuals or organizations to develop a comprehensive policy brief focused on gender-sensitive climate adaptation strategies, specifically in relation to care work. This brief aims to inform policymakers, stakeholders, and the community about the crucial role of gender considerations in climate adaptation processes.

Background

Climate change disproportionately affects women, especially in developing countries, where societal roles often place the burden of care work predominantly on them. These impacts can inhibit their ability to adapt to climate change and to participate in decision-making processes. A gender-sensitive approach to climate adaptation recognizes the critical intersection of gender, care work, and environmental sustainability, aiming to empower women and enhance their resilience to climate impacts.

Objectives of the Policy Brief:

1. Analyze the Current Landscape: Examine existing policies and initiatives on climate adaptation, specifically evaluating their gender responsiveness and inclusiveness of care work considerations.

  2. Highlight Challenges and Barriers: Identify key challenges faced by women in the context of climate adaptation and the implications of their roles in care work.

3. Propose Recommendations: Develop actionable recommendations for integrating gender-sensitive approaches into climate adaptation strategies and policies, with a focus on enhancing the recognition and support of care work.

4. Engagement Strategies: Suggest pathways for collaboration among stakeholders, including government agencies, NGOs, and community organizations, to promote gender-sensitive adaptations.

Scope of Work:

The selected consultant/organization will be responsible for:

  • Conducting a literature review and stakeholder consultation to gather relevant data and perspectives.
  • Engaging with community members, policymakers, and experts to incorporate diverse viewpoints and experiences.
  • Producing a well-researched and accessible policy brief (approximately 8-10 pages) that presents findings in a clear and compelling manner.
  • Presenting the policy brief to relevant stakeholders in a dedicated dissemination event.

Eligibility:

Prospective individuals or organizations must demonstrate:

– Expertise and experience in gender studies, climate change adaptation, and care work.

– A track record of producing policy briefs or similar documents.

– Strong research and analytical skills, with an ability to synthesize complex information into actionable policy recommendations.

– Knowledge of relevant stakeholders and networks in the field of climate adaptation and gender justice.

Application Process:

Interested parties are invited to submit an Expression of Interest that includes:

1. A brief overview of the applicant’s qualifications and experience relevant to this project.

2. Proposed methodology for conducting the research and writing the policy brief.

3. A timeline for completion of the work.

4. An estimated budget and pricing structure.

5. Contact details for at least two professional references.

Selection Process:

Submissions will be reviewed based on relevance, expertise, and methodological approach. The successful candidate/organization will be notified by Tuesday the 7th of October 2025.
