Call for Consultant: Analysis of Local Authorities’ Annual Budgets

 Introduction:

Vendors Initiative for Social and Economic Transformation (VISET) is currently implementing the Local Authorities Citizen Engagement (LACE) project that seeks to improve the influence of informal sector voices and agency in shaping local authorities’ health and education budget allocations and spending.  The organisation is looking for a Consultant/team of consultants who have expertise in PFM to analyse the annual budget and expenditure reports produced between 2020-2024 by the following Local Authorities (LA), Harare, Bulawayo, Gweru and Masvingo. 

Research Objectives             

The main objective of this consultancy is to assist VISET establish issues and trends in LA’s health and education budgets and expenditure processes through the analysis of local authorities’ budgets and Expenditure reports. The second objective is to breakdown the key findings into simplified financial information for easier understanding by informal sector traders and residents. The simplified information will then be repackaged and disseminated through social media platforms and podcasts in order for them to engage effectively in PFM processes, including budget consultation meetings. Through the availing of such information, it is envisaged that the agency of informal traders and residents in PFM will be improved.

Expected Deliverables

1. Concise Budget Analysis Reports highlighting the key issues and trends, including positives, opportunities, weaknesses and threats in health and education budgeting and expenditure processes of LAs in the last five years (2020-2024).

2. Detailed recommendations for enhancing health and education budget performance and allocations for informal sector in LAs.

3. Recommendations for improving informal sector influence in the shaping of health and education budgets for informal sector workers and residents.

Timeline: 10 days upon signing of contract

Qualifications

A Bachelors degree or higher in Public Policy, Development , Social Sciences, Economics, or a related field.

At least 5 years of experience in conducting public expenditure tracking, governance, or social accountability initiatives.

  • Excellent written and verbal communication skills in English.
  • Knowledge of Zimbabwe’s public finance management processes and local governance systems is highly desirable.
