Introduction:
Vendors Initiative for Social and Economic Transformation (VISET) is seeking the services of a consultant to develop a training manual that seeks to enhance the understanding of informal traders and residents on budget formulation, implementation and expenditure processes, and how these processes impact the health and education rights of informal sector workers and residents at both local and national levels. The project further seeks to enhance informal sector workers and residents’ participation and influence in such resource allocation and expenditure processes.
Project Objectives
The objective of this consultancy is to develop a high-quality training manual that equips informal economy workers and residents with essential knowledge and skills in Public Finance Management (PFM), particularly on budget and expenditure tracking. The training is designed to enable members of VISET’s Community Action Groups (CAG) to lead PFM advocacy initiatives and cascade their PFM knowledge acquired through the training to their informal economy sector contemporaries in their communities. The training manual is therefore expected to be designed as a Training of Trainer (ToT) model intended to be used to coach CAG on how to use the manual to train their peers who are less familiar with budgeting and expenditure tracking.
Expected Deliverables
1. Inception report (outlining methodology and timeline).
2. Draft ToT manual.
3. Final ToT manual.
4. Presentation of ToT a model training workshop attended by VISET and its project implementation partners, including CAG members.
Timeline: Consultancy duration: 5 days.-
Qualifications: Applicants are expected to submit an EOI (maximum 3 pages) explaining their methodological approach, work plan and budget. Applicants should also submit a detailed CV, with references to previous related assignments done and at least two samples of ToT manuals developed in the last 5 years.
